I'm right there with you in the hopes that you get the perks you're looking for, although it's all down to luck whether or not they'll actually show up.
Are they actually picked at random?
For the most part, yes. There's a few rules to make sure it's a bit more fair, and any perk needed for the Tome challenges need to appear in the shrine for a week so everyone can get them, but otherwise, they're randomly generated. There are so many perks now that the shrine feels like an outdated feature. I think it should either have more perks in it or refresh every day
