Quitting Game Penalty

So after the new update, there is now a new penalty for leaving a game before you are killed. I can't help but think this is a stupid idea as the only time I leave a game early is if somebody is hacking or camping and ruining the fun of the entire match, and yet I'm punished for it? It seems like a real cop out instead of fixing the issues for why people leave games early instead of waiting for the game to finish. Thoughts?

    It's there to stop people from DCing against people that don't camp or tunnel and to encourage people to finish the match.

    If you are really bothered by camping or tunneling that just suicide on hook, and if you're slugged just go on your phone.
