"JUDGES
Members of the Dev team will vote for the 30 best designs.
Final decision will be made by a panel including the Creative Director and Art Director."
As for the timeline of when they would be released, nothing has been announced. Any time frame goes. The previous cosmetic contest winners came in the last Rift, about 6 months from the end of the contest, so it will take a while to see them in-game.
