Is that so, devs: Spirit becomes TP within the radius of the terror of the surviving power?

When the spirit tp is done within the survivor's terror radius it sounds like tp is being done, should this not be so?
Supposedly spirit must be, when the survivor is outside the radius of terror, the tp of the spirit is heard and NOT when the spirit is close to the survivor.
