Does it reduce the hearing distance while working on a Gen only for you or for others too? (When working with them on the same Gen)

If I take Spring Clamp (toolbox addon that reduces hearing distance by 8 meters) will the Killer be able to hear me repairing the Gen?

    Technician reduces the hearing distance for everyone.

    And if you run Spring Clamp, the Killer will indeed not be able to hear you repair the Gen for as long as you're repairing it with the Toolbox.
