So I am getting chops and margaritas according the progress icon on the screen but there's a mention of burning an offering in blood web. So is there something else I'm supposed to do to get the rewards? Does it mean you just have to get offering with bloodpoints in blood web? If so do you have to do it with both Hillbilly and Kate?

You can still get progress without burning a BBQ invite but if you do you also get 4500 bloodpoints per generator / hook.
You don't have to do it with Billy and Kate.
