Hard Numbers on Deathslinger's Addons?

Sigh Here we are again, trying to figure out these number values.

I really am only interested in the number values of the addons that reduce his terror radius while aiming down the sights and the movement penalty those incur.

I wonder if you can theoretically make him move slower than burger king Myers.
