Simple Buff for Leatherface
Would Leatherface go up a few tiers if he could chainsaw a standing pallet on a 20 second cooldown and they reduced his base charge time and speed while charging by what the spark plug and yellow scratches reduce them by? It's be vey easy to implement and test
