Medium vaults on pallets

So this idea is basically the same as medium vaults on Windows though medium vaults on pallets are not as long as medium vaults on windows.

This would be a nice buff to all M1 killers especially clown, it also makes sense that if a survivor is standing right beside a pallet and vault without running at it they would not vault it with as much speed as if they were actually running towards it
