I dunno why it was originally set up that way but survivors have way more items to collect just to use something efficiently. For each item, flashlight, toolbox, medkit, map and key you need two add ons plus the item to use it effectively. That is 15 pieces right there for 5 items. Of course you can use the item without any add ons but it wouldn't really be worth it in most cases. Killers have fewer add ons and what they need shows up much more frequently in the bloodweb. A quick count on the dbd wiki revealed that per survivor you have to deal with 55 add ons in any given web where a killer on average has 20. Not to mention offerings for bp, luck, fog, coins, wards and map requests. As you can see the potential not to find what you need is higher, plus killers on average earn more bloodpoints.
Killer add-ons are superior than survivor add-ons.
