Meaningful Devotion Levels

Are devotion levels ever going to mean anything?

I am assuming there is some sort of plan for them, though I have no idea what that would be. The only good suggestion I've ever heard was increasing the cap of BP for each level. Such as if your devotion level was 3, your BP cap would be 1.3 million instead of 1 million. Basically 100k increase per devotion level.
