Pretty sure no so dont use surge with new ruin new ruin apparently makes surge useless.
It m i g h t still have a purpose though, sadly I can't test it since I'm a console user.
The main thing that Surge has over the new Ruin is that it's not a Hex perk. It can't be disabled.
I know, I know. I'm just curious about this specific question
