This Hex: Ruin change sounds more like a Surge buff

Boosted_Dwight

Idk about you but I'd rather have surge work like the new ruin (without the hex totem part). Barely anyone uses Surge and most (at least from what I've seen) don't want Ruin changed so how about changing Surge to this new Ruin?

What are your thoughts?
