So you propose that killers at rank 20-13 should face rank 5 and below survivors in a normal matchmaking system because people want to play with low ranked friends?

The current system should search a max of 6 from your rank apart from swf as it takes the highest ranking player to match off.
i guess that one is a SWF group and the rank 5s were rank 4s before the game / its just a visual bug that shows them to be rank 5s, even though they are rank 4 (that happens sometimes. when you lose, the game portraits you as 1 rank below your current rank and if you win, you are shown to be one rank above the current one)

At least these players have a choice to play this way where as a killer didn't.
