Can you complete this achievement with Devour Hope and moring survivors while in Tier 3 or do I need to use Judith's Tombstone?

    The achievement requires you to kill survivors WITH Evil Within III, not just while using it. You need Judith's tombstone, and is best paired with Fragrant Tuft of Hair (the other ultra rare add-on), and Play With Your Food to counter the movement speed debuff of the Tombstone. Killing survivors by quick attacking with the interaction will not deplete tokens from Play with Your Food as it is not considered an offensive action. This also means using an Ebony Memento Mori or Rancor will not count towards the achievement. Devour Hope will also not count.

    If you ask me it's a stupid achievement that should never have been put in the game.

    Yeah, it is impossible to do on High Ranks unless you pretend to be friendly and stalk them while they farm.
