If you're in the Spirit's terror radius, you can't hear her phasing.

Nope, that's the way it's always been - it's part of her mind-gaming potential.
More specifically, you can't hear phasing noises if you're within the terror radius left by her husk. So if she's phased halfway across the map to get to you, you'll be able to hear the phasing sound when she's right beside you.
I mean, being in her terror radius you listen to it, it's bugged
