The second part was to prevent others from griefing your item. Consumable addons like Styptic won't work this perk. You have to trigger those manually yourself.
The perk should still give you a medkit too.
quite cool but I think it should be a new perk instead.

They should just get rid of the chest aspect and let you craft a medkit by getting in a locker. Once injured, the perk charges up over 30 seconds. Once active you can craft the medkit. One time use.
