Sorry. I misunderstood. I didn't know that the activation condition for the new Spine Chill had nothing to do with the killer's line of sight.
I forgot to tell you this as well. in my verification with a friend, there was a wall between the GF and the survivor. Also, the icon was still lit in that condition. Therefore, Spine Chill still seems to respond to stealth killers.

If you know GF has his back turned, that implies he's within line of sight....
The perk works for killers in your line of sight, if you can see them, it works.

The indicator in the perk itself should be responding to Terror Radius only, but the line of sight buff you get for action speeds will happen if the Killer is stealthed or not so long as they have line of sight with you.
I haven't tested this myself yet as I've just finished work but if the indicator is reacting to no terror radius, then I imagine it's bugged. I'll see if I can test it.

I have tested Spine Chill with Ghostface and have seen the perk icon light up even when the killer is in stealth and has his back turned.
Also, when Ghostface is not using his ability, the gauge of the perk icon seems to change according to the distance of the Terror Radius. This should probably be a normal specification.
