I agree with almost everything you suggested and the changes from 1 to 4 I agree with. Those changes would give Legion more power not being too much. Those changes would make Legion a stronger force without pushing the envelope.
In mending's current state, if the progress bar were to reset when mending is stopped, it would be a nice change. But if mending were effected by nurses calling, then I would not agree with this change. It would make it a little too strong. The nurses calling mending change and the mending reset change I believe would have to be a one or the other choice in my opinion.
On number 6, I don't believe this should be changed because survivors get a medium vault when they vault back. The legion can just get a free hit on the window if they pre-swing when a survivor is vaulting back. I think a pushing back mechanic wouldn't be necessary, as it kind of messes with the vaulting counter play when a survivor needs to mind game; this change would just eliminate a point where a survivor could mind game in my opinion. Overall I like your previous suggestions though!
